Scotland: Adult Social Care Pay Uplift

Post Date: 28 March 2024

ILF Scotland are pleased to inform our recipients that the Scottish Government has agreed a pay uplift for adult social care workers.

The minimum hourly rate for Personal Assistants will rise from at least £10.90 to £12 per hour from 1 April 2024. This means an increase of 10%.

This will allow you to increase your Personal Assistants’ hourly rate of pay to a minimum of £12 per hour for every hour they work including overnight hours of support. You must pass this increase on to your staff and should not use it for any other purpose.

ILF Scotland will automatically uplift all relevant awards with effect from this date to ensure all of our Fund recipients are in a position to comply with this new minimum rate of pay.

We have written to all of our recipients to let them know what this means for their particular award.

Recipients who use a Payroll Agency

Please contact your Payroll Agency to tell them to pay your Personal Assistants the increased rate of pay from 1 April 2024.

Care Provider Organisation

ILF Scotland will not automatically apply an uplift for services purchased by recipients from care provider organisations.

If you receive support from a care provider, they may, in due course, advise you in writing of an increase to the hourly rate they charge you to enable them to pay their staff this increased rate of pay.

Your provider should notify you of this in writing and you should post or email a copy of this to us using the contact details below. We will consider it on an individual case by case basis and can backdate increases to hourly rates for four weeks.

About Personal Assistants (PAs)

This uplift is for directly paid Personal Assistants (PAs) providing assistance for adults who are individuals with assessed needs.

The Personal Assistant workforce receives their payment for the vital support they provide to enable disabled people to live independently.

A PA is eligible for this uplift if they are directly paid by the social care support recipient or the person who is acting for a social care support recipient, who receives funds to pay PAs from Independent Living Fund Scotland or from a Local Authority or Health and Social Care Partnership through Option 1 Social Care (Self-Directed Support) Act 2013.

Any questions?

ILF Scotland will apply this increase automatically, so you do not have to contact us. However, if you have any questions about the pay uplift, or if your circumstances have changed, please contact your Specialist Caseworker on 0300 200 2022 or by emailing
