Coming Home is a national Scottish Government and COSLA programme helping people who have learning disabilities and complex support needs to leave hospital or an inappropriate out of area care placement and move back to their communities with the right support.
It also aims to help people remain in their communities with the right support and avoid admission to hospital or an inappropriate out of area placement.
Everyone has the right to live independently, connected to the people and communities that matter to them. The ILF Scotland Coming Home Fund plays an important role in supporting people to realise these rights. The Scottish Government has invested £20 million in the programme this year and from 3 August 2026, ILF Scotland will administer a significant portion of this funding to help people achieve their independent living outcomes.
ILF Scotland Coming Home funding is designed to complement, not replace, support provided by statutory bodies such as the local authority or Health and Social Care Partnership (HSCP).
There is no maximum ILF Scotland Coming Home award and funding will be agreed on a case-by-case basis, taking account of the individual circumstances and needs of each potential Recipient.
