Independent Living Fund Scotland

Delivery Plan

What we will be working on each year until 2023.
We want independent living for disabled people in Scotland and Northern Ireland.
We want to support the independent living needs of disabled people.

By the end of 2021, we want to have:


- Show why we need to build on how well the Transition Fund is working and help it to grow.
- Have facts and figures to show how the 2015 Fund could reach more people.


• Work to reduce the amount that people need to pay towards their care under the 2015 Fund.


- Change our funding policies so people can use the money in the way that is right for them.


- Work in a way that supports people’s rights.




By the end of 2022, we want to:


- Have facts and figures to show how the 2015 Fund can be used in more ways.


- Change our rules so that more people can get funding from us.


- Understand how to support unpaid carers and find ways to make this better.


- Work together with more organisations on ways people can be referred to us.
This will be part of health and social care services.




By the end of 2023, we want to:


- Have more people getting money from the Independent Living Fund.


- Make sure we are working well for people in all parts of Scotland.
We believe in trust, dignity and respect. We put disabled people at the centre of everything we do.
We want to be leaders in supporting people to live independent lives.




By the end of 2021, we want to have:


- Play an important part in the way that health and social care is delivered in Scotland.
- Find ways to work together with partners.


- Have given information to the review of how to make social care services better in Scotland.


- Give facts and figures for research and to find ways to make our policies better.
Find more facts and figures about what works well.


- Share our experience with partners about the difficulties disabled people experience and try to develop better services.


- Have an advocacy role with organisations we work with.


- Have ways to work safely and have technology to do review visits.




By the end of 2022, we want to:


- Have a way of using facts and figures to show how well we are working.


- Work more closely with our main partners.


- Find ways to make sure that disabled people lead on the way their support is provided.


- Find ways to tell more people about independent living.




By the end of 2023, we want to:


- Have supported people who get Independent Living Fund money to plan and manage their own support.
We will give them information and ways of working to help them do this.


- Make sure that independent living is talked about when decisions on social care services for disabled people are made.
We want to be the best we can be – for each other and the people we support or work with.
We want to have a service that works well and is good value for money.




By the end of 2021, we want to have:


- Have understood what services disabled people want and how they want them.


- Have understood how to measure what works well and to know if people are happy with our service.


- Have less paperwork where possible and found better ways of getting information.
- Only ask disabled people for the information we really need.


- Carry out more checks to make sure the quality of our services is good.
- Have staff who see Independent Living Fund Scotland as a good employer.




By the end of 2022, we want to:


- Have found ways to work in a digital way – using computers and working online.
- We will have less paper information. Developed our systems so that people can make changes about their information online.


- Found ways to use new technology:
- to support people
- to use and look after money.


- Started a plan to make sure our organisation can keep working in the future.


- Made the way we work easier for staff.




By the end of 2023, we want to:


- New online ways to:
- support people to control the services they receive.
- do our administrative work – the way we run our organisation.


- Compared ourselves to the council that works best.


- Be recognised as a leader in the way we work.
