Changes to Funding for Driving Lessons and Theory Tests
We have changed the way we fund driving lessons and theory tests.
From 1 April 2026, applicants should have passed their Theory Test and provided us with a copy of their Theory Test pass certificate before we can fund practical Driving Lessons.
If you request funding for your Theory Test and Driving Lessons, we will initially fund:
Once you have passed and provided a copy of your Theory Test pass certificate, we will fund your practical Driving Lessons.
We made this change because some people start driving lessons and then have to pause their lessons until they pass the theory test. This can disrupt their learning. Applicants have also told us that a growing number of driving instructors now require learner drivers to pass their Theory Test before starting practical lessons. This is due to long waiting times for driving test dates.
We want to give applicants the best chance of success in passing their Theory Test and Driving Test. This change should help provide an uninterrupted learning experience.
